Mickey Rourke stars as Charlie, a hustler on New York's Lower East Side, who can't keep a handle on his tearaway cousin Paulie (Eric Roberts). The pair hope to find a way to get rich quick, but when they try to steal a small safe the plan backfires and gets them in trouble with mafia kingpin Bed Bug Eddie (Burt Young).
