Ethan Carter (Dean Cain) is an ATF agent whose mission is to go undercover and infiltrate the militia group 'Brotherhood of Liberty'. Set up by fanatical, right wing talk show host George Montgomery (Stacy Keach), the Brotherhood plan to deploy three stolen missiles powerful enough to wipe out Los Angeles, to impose their new order; Carter must join forces with former militia member William Fain (Frederic Forrest) - who he helped put behind bars three years ago - in order to maintain his cover, but when the pair are unmasked it is up to Carter's novice ATF colleague Julia Sanders (Jennifer Beals) to save both them and the United States.
